I managed to follow a guide that I cannot find now on the Windows Support site (I was desperate) and discovered it was related the the AMD display drivers. One thing you can check for inside your computer is for blown or bulging capacitors, check the motherboard and the video card.
The System bios is back to normal too.I did have a few BSOD's, but the system seems to have stabilized since. Its on the design whether its the factory OC or not im not sure but its not software or driver related from what iv been told. Amd Black Screen Fix It's extremely aggravating that apparently the only problem is AMD's software and I have to do this to try to install a new driver. Amd Crimson Black Screen Please update incase of any findings.

I have since replaced it. The 16.7.3 driver was corrupted afterwards and apparently had parts of the 16.12.1 driver.Before the 2nd installation process attempt, I ran DDU in safe mode. EVGA Gtx 770 dual SC w/ ACX cooler 4gb is my choice its got the 4gb of vram for heavy vram sucking games like heavy modded skyrim ultra 1080p, can play just a black screen.
