Can I Change From 64bit To 32bit On Clean Install (digital Entitle)?

Most computers made in the last 10 years or so will support booting from USB flash drives. I wont be changing my microsoft account, but does MICROSOFT know he is the same person through my ACCOUNT OR HARDWARE CONFIG.
